Really nice fish scale.  Your first specimen, from the picture, looks like a partial tooth from an eagle ray dental pavement and not a fish vertebra.

These two items were purchased from the collection of a known specialist, so I'm inclined to believe the included note. At a local shop.

Even an expert can get their labels mixed up. Apply the smell test. Fish vertebrae look like spools with concave surfaces where they meet. 
 

Give us some well exposed different views of the fossil; maybe our opinions will change.

I agree on the label mix up or possibly a kid or customer of the store mixed them. Bagged in trays for $1.50 each.  The opposite side. I will correct my records.
