Amazing to have an expert like paleozoicfish on your forum!

Looks like a Holocephalan tooth, some sort of rat-fish or something with a similar life-style. Definately a crushing tooth. Iniopterygians are Holocephalans, as are rat-fish (or chaimaeras). Some ptyctodonts also have crushing tooth plates, it is hard to tell with this partial.

I googled Holocephalan and boy that is an ugly fish, no wonder you referred to it as a rat fish...
