Possible Skull Bone

Ok...this bone measures about three inches. It was found in an area associated with Enchodus, Whale and Walrus. it is largely agatised. Any thoughts as to what this is?

it's kind of jumbled-up looking frank, but the lower right picture looks a bit to me like the underside/ventral surface of a vertebral and costal scute from a turtle carapace. don't know...

I'm looking at the photos and I can see why you might think turtle. However, it is much thicker and rounder in person. In some ways it reminded me of a whale inner ear bone but when placed next to one (and I have dozens) it is obviously different.

Dimensions 3" X 2" x 1" - 2"

As far as the texture, I have Enchodus palatine bones from the same locality that also have that smooth quality.
