I do think this is a fossil because the little areas that look like stippling are porous like the inside of a bone and the other areas are really smooth like they have been rubbed against. Do an internet search of "fossil whale vertebra" and see what they look like. I think it is just worn down so that it looks like it is protruding, whereas as if it was whole, it would have been concave. Thank you so much for your opinion and advice. But I was having people on FB tell me it looks like a meteor and others said asphalt. So I thought I'd turn to some fossil experts to get confirmation I wasn't crazy.
