Material wise it resembles the texture of sandstone that I find quite a bit that are kind of river tumbled 'faker rocks' with suggestive shapes that trick me into thinking they're fossils until I get them home and wash them off.

But I've never seen one with that level of detail, so I'm curious to see what everyone says.

I have not tried to break it or burn it... It is hard enough that I accidently dropped it and it did not break...I found it(and many more pieces of the same that I did not take) in the side of a steep river bank... Wish I woulda grabbed more pieces...

You might want to try putting a little vinegar on an edge that doesn't have a lot of detail to see if it fizzes.

Definitely not chalk... Found this approximately 3ft under the surface of the ground... The bank was at least 8ft on the side where I found it... The water was low at this time... Hopefully that makes a little sense... I'm not that great at explaining

teredo borings sans wood? If it is caulk or something man made it will bend or burn I'd think.

An infilling of teredo borings where the wood has long since eroded away makes sense. The texture on the flat parts made me think of wood. If this was not as heavy as rock my other thought would have been some caulk or adhesive like Liquid Nails that had been applied (poorly) to some wood (that texture again) and then pulled off and dumped somewhere. Any caulk or adhesive would surely burn if held to a flame and would feel relatively light for its size. If it is lithified (heavy and quite solid) then I'd be in the burrow cast camp.

I think it may be a lungfish fish jaw,  was reading book The teeth of nonmammalian vertebrae by  Barry Berowitz et al fig 4.125 looks alot llike yours.
