¹Found clatsop county oregon in the waterway oregon coast found with several other pieces. Stone tools stone net weights and a couple effigys

I do not think this is a fossil, nor an artifact. It looks to me like a weathered sedimentary rock with mineral veining.

Not a fossil. I don't think you could tie anything around it that wouldn't slip off easily because of the shape. The notching is not directly opposed and therefore prone to slipping. Native Americans knew this and therefore either created holes in the stones or made sure the notching was on opposite sides of the stone.
