fossilus
This looks, to me, like the articular portion of a scapula. The quarter would be just under an inch or about 2.5 cm. Is the dish shaped part about 4 inches across, measured at its widest point? The actual measurements would help point to what it might be. If it is roughly 4 or more inches, it would be from a large mammal maybe camelops or large bison. It could also be from a small mammoth or mastodon. Possibly even sloth. If much smaller, there are many more things that it could be.
