This is the distal end.  Yes, a mammal tibia is very triangular in cross section on the proximal end.

Anything is possible, I suppose.  All the familiar distal tibias I looked at are sculptured with grooves and ridges.  The articulation end, even minus the epiphysis, might reflect the contours of the astragalus . . . not in this case.  This could be something less common, but I don't know what it (3rd image) is.
