Is this a vertebra, if so, who does it belong to?

Found on beach at Runswick Bay in Yorkshire UK. 
 

It’s about 15cm long.

Yes, it's a vertebra, but someone else will have to ID it for you.

Measurements will be important to determine where it goes. . Height, width, etc. it looks like a lumbar with the transverse processes broken off. Kinda looks like a cow or bison but other members will be your best bet for a positive ID.

I apologize. Didn’t see your 15cm. Cow can be in that range. Probably too small for bison. 
 

During the Ice ages the North Sea was a grassland. Lots of bison, horses, you name it. 
 

Here is reference sheet on lumbar verts.  I believe yours has that little angle/pitch to the lower/rear side. Which would make it the right shape for that part of the body.
