Found this on the beach and trying to figure out if it is a fossil. Any help is appreciated. Thank you

Looks like worm tubes and a bryozoan encrusting a bivalve shell to me.

Looks like textured cement to me. Does look like there are some shell bits in the mix with some tube worm traces.

That does seem possible. Blocks of coquina have been used as building material.
