Possible Fossil Or Artifact need ID

My wife and I inherited a rock collection, but have no idea what this is.

 

We also are unsure of the location because of we didn't buy or find it ourselves.

 

Possibly around Iowa.

 

It is a darker blue and a bit grainy and slight sparkly like sandstone, but the appearance of something sitting on something is rather prevalent as well as the roundness.
