I think this is a concretion, looks similar to a clam.

If it is a concreation, should I break it open?

Looks like a concretion to me. The overall odds of there being a fossil in it are typically not good, but I would give it a try.

The chances of finding a fossil in this is reciprocal to what fossils are to be found, if any, in the surrounding sediment. Good luck!

This look is common in concretion. It appears to be small shells and/or shell fragments. I can't really tell for sure though.
