Is this a fossil?

I found this in the Uinta Mountains in Utah. Is it a fossil? And if so- is it a fish tail?

I am not familiar with fossils from Utah, but I believe this to be a bryzoan.

Yes, knowing the size might help confirm bryozoan but you can see faint hunts of dissepiments between the branches. A close-up of the obverse side might show some pores.
