Identify Lee Creek Phosphate mine bone.

I got this fossil from a box of fossils labeled "Lee Creek mine, Aurora, NC" The PCS Phosphate quarry. There were large whale bones, shells, etc in the box along with this small bone. What is it? What animal did it come from? The orange sliver of paper is 1 inch.

Thanks, It is not easy to pass a judgement on minimal info.  I was considering Sea Turtle, but I am not that familiar with the fauna from Lee Creek mine.
