Hello, 

I’m curious if this is a fossil?  I found this bottom of the cliffs.  Is this marrow ?

Sharper, more in focus pictures are required.

I don't think this is any kind of bone, but detail is needed to be sure.

This looks suspiciously manmade to me. An anchor that was cemented into a bore hole perhaps.
