Agate?

This piece is about an inch and a quarter round and about a half inch thick. Three layers. Top layer appears to be clear to gray quartz like but it is smooth to the touch but you can see down into the depth of it. In between is a layer that almost looks like a bone type material. You can see it clearly in pic1 and pic4. The bottom layer resembles yellowish brown quartz but is smooth like the top. the small piece you see beside it in pic2 fell out of the top and it looks like more may fall out if not careful. Three distinct layers. really odd! I found it about 20 yards up from the bank of the Missouri River, literally in downtown Kansas City Missouri. Any ideas?

The piece that broke off looks like calcite or at least has similar cleavage. You can put a drop of vinegar on it and see if it forms bubbles.
