What is causing the sharp contrast of color on the inside of the matrix where it broke? It appears to be on the inside of the carved side and possibly real side as well. Do you think the whole thing is covered in paint, as others have said?

I reckon that both the upper part (where the skull is located) and lower part (the tail) are made of putty.  The skull and tail were crafted.  It is likely that the specimen was incomplete with no skull and tail, and it was repaired and crafted to make a complete specimen.
