Dugong bone turned to tusk?

I think he may be considering a burrow cast where the burrowing animal cements an outer sleeve of the burrow before it is infilled later. I like the idea as another explanation to this oddball texture but it is likely some oddball dugong rib (bases solely on the fact that dugong bones are very common fossils here).
